Detailed Closings for partial day closures are not handled consistently

Evergreen 3.3.4

When a Detailed closing is used to indicate that a library is closed for a portion of a day that would normally be open Evergreen isn't consistent in how it deals with that day.

The partially closed day is considered an open day for due date calculations and is not skipped so items are still due on that day.

The partially closed day is considered a closed day for fine generation and whether or not fines are generated depends on the value set for the library setting "Charge fines on overdue circulations when closed". If this setting is set to False or left unset then fines are not generated on days that the library is marked as partially closed.

Our libraries that have encountered this behaviour would prefer that fines are generated on days when the library is partially closed since it is still open for part of the day.
