Unable to register KVM Pod on deployment

Bug Description

"Register as MAAS KVM host" is disabled in the UI no matter what operating system is selected. I am able to register as MAAS KVM host using the API.

Can you confirm that selecting Ubuntu Bionic as the OS/Release doesn’t work? There was a recent change that made that selection the only one that would enable the checkbox. On karura I can see that the checkbox enables when Ubuntu Bionic is selected.

After I pulled master I was able to use the check box, however the form isn't sending that information to MAAS. Thus when you select deploying 18.04 with a KVM Pod 18.04 gets deployed but a Pod is never added.

I think this was fixed in launchpad originally, then was missed in the transition from launchpad to github. Knew there had to be something!
