Use Python 3 in CentOS 7 overcloud image

Bug Description

TripleO uses Kolla to generate dockerfiles to build container images.

'openstack overcloud container image build' command is called to do that.

The problem is that is done with Python 2...

CentOS 7 contains Python 3.6 packages which can be used to run Kolla.

TripleO is last blocker to get rid of Py2 from Kolla.

we are pending centos8 availability before we can truely drop py2 support from tripleo.

I do not need you to drop py2 support. Just add Python 3 into image and use it to run Kolla.

Having two Python versions in an image does not hurt much.
