Bug Description
When I attempted to send a bug report for gnome-control-
I expected the Apport icon to appear on the side-dock. It never did, and I was unable to see the report or send it as a result, except by opening Notifications and clicking "Ubuntu is ready".
This issue occurred at around 11:54 AM, EDT, on December 15, 2019.

Can you trigger the issue again or was it a one time thing?
Can you add your journalctl log from the session which had the issue?
