Bug Description

As requested in real life: user_interface.py plugin should not check that hwtest is being run as root, so that I can disable it when running my desktop testing stuff, which should not be run as root, if only so that I don't have fiddle with things when running X stuff, and also to allow me time to learn how to write shorter sentences, instead of these long ones that run on and on and on and are hard to read, but which save on the number of periods, and given how many acronyms people use, periods are in short supply and an endangered species of punctuation!

I decoupled the permission checking from the user interface in the hwtest package, then I blacklisted the permission prompt plugin in the hwtest-desktop package, so it is now possible to run hwtest-desktop-cli as a normal user and this bug still has not used the period as a punctuation character!
