Ubuntu repository servers have wrong version listed for 'pulseaudio' packages in 'Packages.(xz|gz)' files

Bug Description
According to

the latest version in xenial-updates for package
pulseaudio
should be
1:8.0-0ubuntu3.11
^^
released, according to
http://
on Tue, 05 Nov 2019 17:16:22 +0800.
BUT when trying to update my system it shows most recent version as
1:8.0-0ubuntu3.10
^^
Trying to debug this I looked at the following files:

All of them contain the following info:

I manage a lot of desktop PC running Ubuntu Xenial and some of them
have indeed version 1:8.0-0ubuntu3.11 installed but their policy looks like
this at the moment:

I cleared the cache of our appox server, so that's not the issue here.
Looking in my logs from the PC with above output I see this in
/var/

So today there somehow was
1:8.0-0ubuntu3.11
listed in Packages.gz/xz file and the PC did the upgrade from 1:8.0-0ubuntu3.10 to 1:8.0-0ubuntu3.11.
But right now the ubuntu repository servers list
1:8.0-0ubuntu3.10
which is obvious not right.
