Ubuntu repository servers have wrong version listed for 'pulseaudio' packages in 'Packages.(xz|gz)' files

Bug Description

According to

  https://packages.ubuntu.com/xenial-updates/pulseaudio

the latest version in xenial-updates for package

  pulseaudio

should be

  1:8.0-0ubuntu3.11
                 ^^
released, according to

  http://changelogs.ubuntu.com/changelogs/pool/main/p/pulseaudio/pulseaudio_8.0-0ubuntu3.11/changelog

on Tue, 05 Nov 2019 17:16:22 +0800.

BUT when trying to update my system it shows most recent version as

  1:8.0-0ubuntu3.10
                 ^^

Trying to debug this I looked at the following files:

  http://archive.ubuntu.com/ubuntu/dists/xenial-updates/main/binary-i386/Packages.xz
  [..]

All of them contain the following info:

Package: pulseaudio
Architecture: i386
Version: 1:8.0-0ubuntu3.10
[..]
Filename: pool/main/p/pulseaudio/pulseaudio_8.0-0ubuntu3.10_i386.deb
Size: 763228
MD5sum: f945ca01abdee42fe958d40babc8adf7

I manage a lot of desktop PC running Ubuntu Xenial and some of them
have indeed version 1:8.0-0ubuntu3.11 installed but their policy looks like
this at the moment:

% apt-cache policy pulseaudio
pulseaudio:

  Installationskandidat: 1:8.0-0ubuntu3.11

I cleared the cache of our appox server, so that's not the issue here.

Looking in my logs from the PC with above output I see this in

  /var/log/apt/history.log:

So today there somehow was

  1:8.0-0ubuntu3.11

listed in Packages.gz/xz file and the PC did the upgrade from 1:8.0-0ubuntu3.10 to 1:8.0-0ubuntu3.11.

But right now the ubuntu repository servers list

  1:8.0-0ubuntu3.10

which is obvious not right.
