cannot select menu entry via keyboard

Bug Description
when I hit F10 and then start cursors down I expect some kind of visual confirmation of the menu entry I am to activate, but there is nothing highlighted.

Without a screenshot I'm assuming this is the menu that you see while a document is open. I can confirm that there is an issue but the effect seems to be dependent on the theme used.
With Ambiance and Radiance I agree that there is no highlighting of the menu item at all as you move up and down.
With Adwaita and Adwaita Dark I see the menu item outlined with grey box that extends to the full width of the menu and moves up and down as expected.
All this is with Ubuntu 18.04.
