bmc password verification inconsistent

Brief Description
When node is added with bmc provisioned, the bmc password can be left empty. When modifying a host bmc setting, the bmc password is mandatory if bm user is changed.

Severity
Minor: given the fact that most if not all bmc have password protection, proper bmc settings always come with password.

Steps to Reproduce
provision standard load or AIO duplex, run system command:
system host-add -n <host name> -p <personality> -m <mgmt mac> -T <bm_type> -U <bm_username> -I <bm_ip>
Note that no bm_password is provided, the command results success

Expected behaivor
The bm_password should be mandatory, as when a system host-update command to provision bmc.

Actual Behavior
The command success with no bm password.
