Could you make "Software Updater" download only the parts that have changed?

Bug Description

1) Ubuntu 19.10
2) Software Updater 1:19.04.8
3) Only download parts of the package that have changed, if the package is in the APT archive. Otherwise download full package. This would save bandwidth and result in quicker updates if a user has a slow internet connection. Torrents divide a file into hashes and only download the missing parts. 4) Full packages were downloaded instead the parts that changed.

This is being tracked in bug 21837, although the bug might be forgotten about. Latest work involved inventing a new format for delta debs that is efficient enough for the whole endeavour to be actually worth it on modern connections.
