Based on the version string in the title (1:10.3.17+maria~cosmic) you have installed MariaDB from upstream mariadb.org repositories, and now you are upgrading to the official version in Debian/Ubuntu.

Such an upgrade path is not guaranteed to work. Please disable 3rd party repositories (from Ubuntu point of view) and uninstall MariaDB, then proceed to install mariadb-10.3 from Ubuntu.
