hwe-edge kernel 5.3.0-23.25 kernel does not poweroff

Bug Description

When I try to shutdown my PC with kernel 5.3.0.23.92 i get:

[54746.232003] INFO: rcu_sched self-detected stall on CPU

This goes on forever and my PC never shuts down.

This happens on Bionic on a Lenovo ideapad 320-15ABR.

I am getting this error on shutdown and suspend on a Thinkpad T420 running Ubuntu 18.04 Bionic:

- On both 5.0.0-36-generic and 5.0.0-35-generic
- Not on 4.15.0-70-generic.

- Only under certain RAM configurations (Gb):
  Error: 8+2, 8+4, 8+8
  No error: 4+4, 8+0
  Bank order does not seem to matter.
