Question emails must explain you are the asker

Bug Description
When you convert a bug report into a question the reporter isn't notified by email about the change so most of the time they don't know where to post their questions, for example, I've reported bug 185424 and what I've got in the email was:
"New question #22905 on gnome-panel in ubuntu:
https:/
blah blah
--
You received this question notification because you are a direct
subscriber of the question."
But nothing saying that my report was converted into a question and that i need to post my comments there, which leads to things like bug 185091. Thanks you.

The underlying issue here is not that the bug was converted to a question, but that the reason headers and footer for question emails are too precise. The asker is vaguely described as a subscriber. Answer contacts are wrongly described as the assignee. The true assignee is never given a reason.
