Bug Description
After upgrading the OS version to Train we found out that lbaas is not removed. While this issue has been reported and it is work in progress there is another issue as well.
The lbaas package creates some tables in mysql to be able to work and also adds records to neutron.quotas table.
To make the update work, we had to manually remove any record mentioning l7policy from neutron.quotas and left the other tables in place in fear of breaking things.
Charm has to ensure that there is no leftover in the database when upgrading OpenStack to Train or later versions.
