Failure to exchange should result in an informational message

Bug Description

When failing to exchange data with the web server, the interface currently presents the user with an error message. Instead, this should be an information about proceeding with an upload.

IMO there should be an option to retry and a simple way to save locally and upload to the certification server manually (-compatibility case only). ie. see bug 305111

The current behavior reports the error: Failed to contact server. Please try again later. The interface easily supports submitting again or starting checkbox again which will prompt the user to continue from where they left. This should address the problem raised in this bug report.
