linux-cloud-tools-*-azure package is not installed when installing linux-azure-edge

While installing linux-azure package, it installs linux-cloud-tools-azure

Bionic + linux-azure
The following NEW packages will be installed:

But during linux-azure-edge package installation, it does not install linux-cloud-tools-azure
