Web client cannot create two new items with the same part at the same time

Adding two new items both with the same new part fails, neither item gets created. I believe this happens because the system creates a new part at the same time as a new item is created. The system will not create a duplicate part. If you enter a duplicate part into the part box without selecting it from the list, the system simply accepts that as an existing part. When you enter the same new part into both boxes the system attempts to see if the part exists and it both does and doesn't (I'm not sure exactly how to phrase this) so neither part nor item is created.

Steps:
In holdings editor increase number in Items box to 2
Enter call number and barcodes
Enter the same part in each Part box
Apply template
Click on Save & exit
No items are created
