please include osc-placement

Please include the osc-placement plugin:
  - https://pypi.org/project/osc-placement/
  - https://docs.openstack.org/osc-placement/latest/cli/index.html

It is packaged in Ubuntu as of disco: https://launchpad.net/ubuntu/+source/python-osc-placement

I've built a test snap locally and simply adding osc-placement to python-packages is sufficient to generate an openstack client that let me use the placement commands.

I'll follow up with a Gerrit proposal in the next day or so (once I figure out Gerrit!).
