Dock stays ontop of Xscreensaver

Bug Description

Ubuntu 20.04 development branch with kernel 5.3.0-18-generic up to date at 12/11/2019

I am creating a new bug for gnome-shell as several users experience the dock to be ontop

My case the dock stays ontop of Xscreensaver, but only at random times
i cannot reproduce when

Thank you for your bug report. How do you use Xscreensaver on GNOME? Doesn't it conflict with the build it lock screen? or are you talking about the GNOME lock screen?

Im using Xscreensaver by startup items
i dont use gnome's lock screen
Xscreensaver is set to be active after 1 minute

Xscreensaver is just a fullscreen window so I think this is probably still bug 1849787.

My problem is that whenever I go fullscreen in Firefox (F11) or clicking in Youtube Fullscreen icon, after some 5 seconds or so, the dock starts showing and hiding itself really quick. I see a decrease in performance.

I have a 4k display, and I use fractional scaling.
Pointer is not near the dock.
Dock is set to auto hide.
Firefox Developer Edition 75.
