dxf import splines doesn't plot gerber correctly

It seems there are still some issue with dxf splines:

Both 3D viewer and Plotting Gerber is failing, compared to the correctly displayed curve in pcbnew.

This is fixed in master branch (commit 943858fd6).

The fix in stable branch will be made later, so I leave this bug open.
