Cannot display sensor list of hosts from Horizon nor CLI

Steps to Reproduce
------------------
Add bmc_username, bmc_password, bmc_type, bmc_ip to host
Go to StarlingX Horizon dashboard port 8080
Lock host
Go to Admin -> Host Inventory -> Click on a host -> Sensors tab

Expected Behavior
------------------
Sensors list displayed

Actual Behavior
----------------
Sensors list don't displayed

@zhipeng, this issue was reported from the EB you made for JC.

There were possibly 2 problems:
1. on host node: sensors cannot be listed by CMD.
2. on Horizon (stx-GUI) dashboard, sensors couldn't be listed.

StarlingX Horizon dashboard with port 8080 is STX-GUI on host, not the containerized OpenStack Horizon (which was upgraded to Train), so this issue is not related to OpenStack Train upgrade.

Likely the issue was from either IPMI/Redfish utility or BMC setting in BIOS.

Hi JC,

You have to enable ipmi first.
Some servers such as Dell, have an 'Enable IPMI over LAN setting.
Elio already have the same issue and already fixed after enable IPMI.

I tried with all steps on email thread.
Sensor can be listed.
Now, we can proceed to close this LP.
