Bug Description

Ubuntu 20.04 development branch with kernel 5.3.0-18-generic all up to date to latest @ 8/11/2019

After the launch of cheese webcam image drops to black image
at random launches, sometimes after a reboot it works again
properly, and the next launch goes to black again.

Compared with Kamoso where everything works fine.

Thank you for your bug report. Could you add your 'journalctl -b 0' log after getting the issue (also please indicate the time when you hit the problem, it makes easier to see the right part of the log)?
Did you use 19.10 before and was it working better there?

Changed bug to invalid
as its a hardware problem:

the webcam is flashing to dark when the environment is too dark
with daylight, the webcam works
