Bug Description
Inside the storage class, everything is gce. This includes the template filename. Inside cdk-addons and the master charm is all gcp. We need to decide which one we're going to use and use it.
Also, the current template is named gce, but the cdk-addons code tries to use a template named gcp, so it's currently broken if the storage class is enabled.
