During initial setup, on standard with dedicated storage configuration, a rabbitmq error prevents stx-openstack to be applied.

this issue should already be fixed, since the sanity test of "BUILD_ID="20191119T000000Z"" is green.

The issue is no longer present with Train. I'm gonna mark it as fix released.

LP was fixed a long time ago; removing the stx.retestneeded tag
