add support for configurable timeouts (package v3.7+)

Bug Description

I am sometimes hitting timeouts while running sosreport, but I see that support for a configurable timeout has already been added with the following commit:
https://github.com/sosreport/sos/commit/031ff485afd888a5ecf9297bde2c2659cf3e1ec5

This functionality is present from v3.7 onward, but none of the Ubuntu releases currently offers anything more recent than v3.6.

It would be great if version 3.7 or 3.8 could be packaged for at least the currently supported LTS releases.

Focal has version 3.8, so the main bug task is fix released.

If you need a fix for the bug in previous versions of Ubuntu, then the relevant procedure is documented here:

 https://wiki.ubuntu.com/StableReleaseUpdates

However, I'm not sure this bug would qualify under that policy, although I am not on the SRU team and cannot make that decision.
