footprint editor select layer

I'm expecting to see the same drop down list for selecting the layer the tool will act on.
Same as in pcbnew.
Just between 'grid size' and 'zoom'

Which dropdown do you refer to? Can you provide a screenshot?

The layer manager pane (normally docked to the right hand side) is the standard way to perform this action.

It's part of 'consistency' or 'unifying' the UI if you want.
Maybe the toolbar will be (or is) configurable. In both programs, selecting layer is an important step, not an obscure functionality rarely used.

We also need to update the load-from-board and add-to-board icons to match the save-to-board icon.
