Audio output changes to hdmi after hibernate

Bug Description
This wasn't present in 19.04:
When returning from hibernate, audio devices is changed to hdmi (gp104 device), which is not even plugged in. When playing audio and changing volume one has to go into volume settings or pavucontrol to change the output/controlled device back to "Line out".
Disabling "module-
I've tried disabling the gp104 device in pavucontrol, but this has no effect, it keeps switching to it.
This is not specific to the nvidia driver's gp104 hdmi output though, to be clear, because the same thing happened when I had pulseaudio-dlna active -- it switched to those devices after wake, which was even worse because playing audio on the computer after a wake-from-sleep kept launching my chromecast/other dlna devices in my apartment.
