Ubuntu 19.10 cannot set background to solid color

Bug Description

The settings Background only allows setting to a picture, not a solid color.

Thank you for your bug report, assuming you are talking about 19.10 that's an upstream design decision, see

The backend is still there and they opened a gnome-tweaks request to allow setting that option

Looks like the removal of the solid background option was one dev's dictatorial and narrow-minded decision. What can I say. Enjoy open source.
