Bug Description

On Ubuntu 19.10
  /usr/bin/qgis /usr/share/qgis/resources/data/world_map.shp
reports:
  ERROR 4: `/usr/share/qgis/resources/data/world_map.shp' not recognized as a supported file format.

This is a file packaged with QGIS.

Further, when chosing an CRS, the world map (which should highlight the valid area of the selected CRS is not displayed.

This is a regression; the version of qgis in Ubuntu 19.04 showed the CRS world map and did not report this error.

Fixed in Ubuntu 20.04, qgis 3.10.4+dfsg-1ubuntu2.
