Thank you for your bug report. What do you mean 'with TLS Authentification'? Could you describe with more details your setup/how to trigger the bug and where/how the failure is displayed? (could you include a screenshot?)
Connection a 19.10 laptop to a wired eth with a standard dhcp seems to work and display the correct status here

1) Status switched to "Connecting" for 20-30 secs
2) UI asked for private key password
3) Status switched to "Disconnected"

Sorry but I still don't understand what UI you are talking about, can you make a screenshot?

unsure where the communication is failing, but could you provide a screenshot showing the issue? or if not at least state that you can't/don't want and try to explain better what UI is having the incorrect status?

Can't explain better, but I found root cause.

So, full steps to reproduce:

1) sudo service NetworkManager stop
2) sudo wpa_supplicant -c /etc/wpa_supplicant/wired.conf -i eth1 -D wired
3) sudo dhclient eth1
4) see in output "ls: cannot access '/run/systemd/resolved.conf.d/isc-dhcp-v6-***.conf': No such file or directory"
5) check ifconfig that only IPv4 address was received

Work-around: Disable IPv6 for Ethernet

summary: - gnome-control-center reports Ethernet Connection Failure while
- Connection success
+ dhclient can't obtain IPv6 addr
