Mark item damaged dialog billing type needs to allow the Damaged Item ID 7

Evergreen had functionality in the "Mark item damaged" dialog box. The library settings come into play here. If the branch/system/consortium had an org unit setting for "Charge item price when marked damaged" and the item was marked damaged the system would charge the patron the price of the item. Furthermore, it would make use of the system billing type "Damaged Item" ID 7.

Right now, the system doesn't do that. Instead, it's borrowing the same functional dialog box from the "Add billings" function. This forces the staff to choose a Billing type and choose a price. (Or click "No Charge".

I believe this is a lost feature that we would like to have returned. Evergreen needs to make use of the system "Damaged Item" billing type and not ask the staff which billing type to use. In addition, it needs to respect the library settings and apply the item price (and processing fee) from YAOUS.
