Why is there mention of postgresql version 12 in there? Eoan (19.10) shipped with postgresql 11.5.
You also seem to have a systemd override in place (/etc/systemd/ system/ postgresql. service? file:// zombie/ etc/systemd/ system/ postgresql. service? ).
