rdo rhel8 periodic 3ctrl 1 comp featureset 001 fails undercloud install container image prepare

at [1] the periodic-tripleo-ci-rhel-8-ovb-3ctlr_1comp-featureset001-master fails during undercloud installation. thanks bogdando and ykarel on irc the problem is with the option for yum cache and that podman version there "doesn't support the :O option" ... you can see the trace in the image prepare at [2] more clearly

This is not a promotion blocker given current criteria [3] its there but commented out

we have had issues with rhel8 container build push so a lot of skips but the revert merged at https://review.opendev.org/#/c/690906/ and there were a couple green runs at https://review.rdoproject.org/zuul/builds?job_name=periodic-tripleo-ci-rhel-8-ovb-3ctlr_1comp-featureset001-master closing this out for now
