/etc/dbus-1/system.d/wpa_supplicant.conf is in wrong location

Bug Description

The /etc/dbus-1/system.d/wpa_supplicant.conf is installed in the wrong location. It is a system-wide default config for dbus, and as such probably should be in /usr/share/dbus-1/system.d instead; like most other DBus definitions installed on a typical system.

That's coming from upstream/Debian, would be worth reporting to them since that's probably not something we want to carry as an Ubuntu delta right?
