it seems that phpmyadmin isn't available in eoan.
is this a final decision or a temporary problem ?
can we make something to integrate it again ?

It is a temporary problem, please have a look to https://github.com/phpmyadmin/phpmyadmin/issues/15236 and https://github.com/phpmyadmin/phpmyadmin/issues/15515 (for Ubuntu)
