Being able to set custom CSS from a Library Setting

Bug Description

The ability to load custom CSS from a library setting rather than go through template changes would be useful.

Patch incoming.

To test add something like

.opac-multiline-button > a, .opac-button, .results_header_btns a, #simple-detail-view-links a, .dash_account_buttons a {
        color: #FF0000; }

Which will give you very festive red and green buttons.

And I've tested it on an upgraded database, so it's christmas buttons all 'round in master now. Thanks Rogan and Garry!
