Implement a "bandwidth budget" for the CDN toggle API

Bug Description

Currently, the API exposing the CDN providers uses a time based setting
i.e: /api/v1/cdn/<cdn-name>/<action>?expire=<seconds>

The idea would be to allow a certain amount of data to be redirected instead of a fix amount of time.
This will allow more control over what is redirected to the backend and prevent saturation when, for example, big snaps are suddenly released.

This bug is more of a placeholder as a reminder of already ongoing discussion on the subject.

That would be substantial work to do store side, and likely easier to solve by just using short expire times and pinging the API more frequently.
