Bug Description
The validation for the undercloud ctlplane uses 25 addresses for minimum but the undercloud.conf defines the minimum as 20 (dhcp_start = 192.168.24.5, dhcp_end = 192.168.24.24). This results in a validation failure. The validation should use the default in undercloud.conf as a minimum to avoid validation failures on existing deployments.
