Openvswitch: some ovs tools require ovs daemons pidfiles

Bug Description

Some Open vSwitch binaries (e.g. ovs-vsctl) are missing PID files of ovs-vswitchd and ovsdb-server in Debian. Absence of these PID files results in Open VSwitch not configured properly, thus not working properly without any signs in logs.

Passing parameter '--pidfile' to the daemon forces pidfile creation what effectively solves this issue.
