Bug Description
Installed 19.10 from a daily image today (also issue on my current laptop which was upgraded from 19.04).
Steps to reproduce
Open nautilus
Right click a file (example.desktop for example)
Note the context menu looks okay
Right click a folder (such as Downloads)
Note the context menu has a blank entry at the bottom, beneath "Properties"

No blank line
