lxc-setup does not set up /etc/maas-cert-server/config

Bug Description

The lxc-setup script should set up /etc/maas-cert-server/config to identify the internal and external network devices so that startnat.sh can properly configure NAT. Currently, /etc/maas-cert-server/config is missing after running lxc-setup.
