Acq patron requests: Clear Completed Requests should function similarly to Holds Shelf

After some discussion with the Acquisitions Interest Group, we would like to submit that the "Clear Completed Requests" button in the Patron Requests screen should function similarly to the Show Clearable Holds/Clear These Holds buttons in the Holds Shelf interface.

Currently in the Patron Requests interface you must select any holds that have the Fulfilled status and then choose "Clear Completed Requests." It would be more streamlined to simply have a button to isolate those requests that are in the appropriate state, and then with a click of a button to clear them, rather than needing to select them manually.
