amdgpu kernel module should be used instead of radeon on amd graphic

But somehow kernel might pick radeon instead of amdgpu.

When will upstream migrate CI/SI to use amdgpu? We need to think of upgrades, and if upstream (AMD) doesn't know when or if that will happen, then we'd need to keep the change "forever".
