Move constants inside classes

Bug Description
Constants like STATES, COMMENT_TYPE, etc. should be moved inside the class they belong to, such as Entry or Comment. This will eliminate any errors that appear because the constants aren't loaded, and any possibilities that these constants would be overwritten (for example by plugins).
