No actions to stop/start the etcd process

Bug Description
I do not see any actions that actually stops/starts a etcd process.
I'd rather not have to do:
$ juju ssh etcd/0 sudo systemctl stop snap.etcd.etcd
$ juju ssh etcd/0 sudo systemctl start snap.etcd.etcd
Suggested action names and descriptions, based on other bugs:
pause Pause the Etcd service.
resume Resume the Etcd service.
