swift swift-XXX-replicator containers have no rsync package installed

Bug Description

Env:
- kolla-ansible stable/rocky
- kolla_base_distro: "ubuntu"
- kolla_install_type: "source"
- openstack_release: "rocky"

Bug:
After deploy swift there many log records about replication problems from account-container-object replicators. Errors are no rsync package installed in that containers.

Workaround:
apt install rsync - inside each swift-XXX-replicator container.

I think that default base ubuntu image has no rsync.

Please, fix it.
