Bug Description
1. Open "tweaks" application
2. Go to "Appearance"
Themes - Shell does not have anything selected, and a warning icon and the dropdown is disabled.

That's not a bug, it's just confusing design.
To be able to configure the shell theme you first need to:
sudo apt install gnome-shell- extensions
