Bug Description
There are scenarios where having livepatch installed in an offline (or mostly offline) environment is required. Canonical offers an on-prem solution for livepatch service, for example.
The canonical-livepatch charm relies on the canonical-livepatch snap (and one or both of the core and core18 snaps).
We could require the user also install the snap-story-proxy but that is a big ask and other charms provide charm resources that allow us to push the .snap files to the machine for offline installation.
Also to note: Even if I side-load the snaps, the install script does a refresh on the snaps, which reaches out to the snap store, and fails when the refresh cannot complete.
