This sounds like remnants from the preventive Conflict Matthias Klose (doko) added to python-twisted when he uploaded the 2.0 packages. He wanted to ensure that programs using python-twisted 1.x were tested with 2.0 before being upgraded. This Conflict was dropped in the 2.0.1-4 upload.
