The CoC does not mention how to report infractions.

Particularly for reports of abuse or harassment, it's important for there to be clear place to report it, with details of who will have access to the reports, what sort of timeframe/response would be expected, and what to do if one of the people who would normally have access to abuse reports *is* the person you're reporting abuse from.
