Bug Description

Hi

We have had outages with our customers k8s deployments and we are not getting relevant alerts/tests to indicate to us that there is a failure.

We need API health checks functionality added to existing charms that check the API endpoints, such as user validation authentication or other.

API health checks are added with https://github.com/charmed-kubernetes/charm-kubernetes-master/pull/63, but I would like to point out that the nagios checks that exist currently will report on the controller manager failing to start. Documentation on how to enable this in nagios is in our upstream docs: https://ubuntu.com/kubernetes/docs/monitoring.
